Dell Desktop Boot From Cd

Desktop will not boot, says he does not find any hard drives?
I have 2 hard drives. I thought the IDE cable may be faulty, so I bought a new one. Tried to boot from the recovery cd. Every time I reach a point that says there are no hard drives detected. Does both go bad at the same time? I tried to call them so that each one has been the main unit and / or the slave. Still no data. I would buy a new disk and re-install XP, but I think I would get the same result. I'm guessing that there is a simple trick that I will overcome this problem.
