Dell Desktop Fan Control

Is there a way to control the fan speed of the CPU in a Dell Dimension 4400 Desktop Computer?

I was thinking of overclocking the processor, and I loked all over the internet for software that allows me to control the speed of the CPU and fan. I could not find any decent software, and I was hoping someone help me!
