Dell XPS 420 hangs everything in normal mode, but works in safe mode?

I have a Dell XPS 420 and he has had many problems (warranty expired). first when I try to start it most of the time lights 1,3 and 4 on and nothing appears on the screen followed by a fan noise extremely high. when it starts successfully, if I start in normal mode it fails within 30 seconds of the beginning (toolbar, desktop, programs. they do not respond), but when I start it in order to no security problems. Whenever I try to restore a system error every time it comes up saying system restore was unsuccessful. I tried chkdsk, but it will work. ive also tried to boot from a CD using my CD to install the new operating system, but will not launch the CD. I am currently running Windows Vista home premium 2 go (or 1) with 4 GB of RAM. please help

It seems to be a compatibility problem that I had to deal with lately. Turn everything your PC and turn it off. Turn it again and begin reconnecting everything slowly, one by one. If an error occurs when you plug in something, then you know where is the culprit. If it still fails after that, then you have a hardware failure module.
