Dell Desktop Overheating

My desktop is overheated now turn usual?
My Dell desktop was constantly running too hot, so hot that you could not not touch it. But you never shut the computer down from overheating. I could hear a fan running in the tower. It worked like this for months, but now it wont on at all, any suggestions that I need to do to get it fixed?
Add more fans, do not let them get so hot that you can not touch it. Sounds like it was getting hot is finally ready. Probably the processor or video card or hard drive (s).
