Dell Desktop Reboot

How do I reboot or restart as a Dell desktop?
I just want to clean the system once it begins again
install disk operating system (Windows watever) and reboot when it asks to boot from the CD, then click any key, just follow the steps of formatting, u want to part time or completely formatted formatted simple as that
