Computer CPU Fan Problems?

My father cleared my almost 8 years old 9 Dell desktop 3 days ago for the first day it worked very well, then back to running slow again. Everytime the computer is off a screen saying the CPU fan is not being detected. However, it was only a few dusted days ago ..? Could the CPU fan is broken and needs to be replaced or is the heating / cooling system (computer was not shut on their own so now could be the problem). Nor could the CPU fan is found to be making to our Dell running slowly? She did not start doing this to 6 to 7 months ago. My computer is an XP
