Dell Desktop Toolbar

The modem in my Dell desktop computer left after a lightning.?

My husband finally found out after we had scheduled in appt with the company call to find out why our phones were not working. Anyway, I did something stupid and thought that perhaps the modem only had to "reinstall" using the backup CD I got from Dell when I bought the computer. Now, the computer will start and begin to bring all the icons on my bottom toolbar, but as he says, "a new hardware installed" freezes my screen. Please tell me that I did not screw anything up too bad! I'm just waiting for the installation a new modem will take care of the problem. HELP!
